The central legal mechanism is NEC §110.3(B), which makes manufacturer installation instructions code-enforceable once equipment carries a UL 467 listing. This single provision transforms what might otherwise be considered optional guidance, including washer type, washer preload, and torque values, into legally binding installation requirements that no inspector or installer may waive.

Know Which Standard Actually Requires Belleville Washers on Your Grounding Lugs
When a UL 467-listed grounding lug is installed on a busbar using hardware with a different coefficient of thermal expansion from the lug and/or busbar material, most commonly steel or silicon-bronze fasteners with aluminum, Belleville (spring-type) washers are not optional. They are required by ANSI NEMA CC1 2018 (R2023) Section 5.5 and by the manufacturer's installation instructions, which are code-enforceable under NEC §110.3(B). Industry practice and Solon Manufacturing's engineering guidance recommend preloading the washer to 60 to 100% of its flat load, with 80% flat as the ideal installation target.
